Ir Dr Cheng has long engineering experience both in government service and in private practice. Retiring as head of the structural engineering branch of the Building Authority, he made important contributions to building structural safety when Hong Kong was transforming to highrise development. He was the mastermind of setting up registration of structural engineers under the Buildings Ordinance. As a private practitioner, he continued to contribute his engineering expertise to the formulation and implementation of public policy in many important areas as an Executive and Legislative Councilor and through other government advisory bodies. Dr Cheng is active in voluntary work and professional institutional affairs.
